Hi my name is Florin , i am from Bucharest Romania on 09.05.2014 I sent a parcel to China , if i write tracking number on the site i'ts say unsuccessful delivery : http://track-chinapost.com/startairmail.php , I talked to the one that had to get the package (receiver) and he tells me he took the package but post office make update very later , is that true?
This is the track number : RN920998483RO
Please help me and tell me if he really took the package , if not please help me if you can resend the package over back to me and I'll pay the fee , please reply

I believe the recipient intentionally rejected your parcel to avoid refund. or payment. the parcel might stay in post office for a couple of months and then if none pickup, it will be returned to your country.

means that the package is returned to me, or was raised by the recipient?

You parcel was returned to the seller and he received it. Nothing more.
If you resent a package to the seller because of a faulty product then the seller must ship you another product with a different tracking number. Anyway, communicate with the seller tell him/her to either refund you or to ship the product.
