you should open dispute to paypal. once you open dispute, paypal will contact seller and ask for proof of delivery. Buyer no need to prove that he/she has not received the goods, instead ,seller should prove that you have received goods in order to keep his money.

So if seller can not provide tracking number, or the tracking number can not show delivery result, you will get refund.
