Post Should I open dispute?

I ordered goods in aliexpress and I got tracking number RS378880773CN. It shows only "Electronic Data Received" since 13/02/2017. I talked to the seller, he said he will check for me ASAP but until now there's nothing up to date. So should I open dispute?

1. Contact seller for the last time and if he does not respond positively then open a dispute. So far your parcel was never receive by China Post.
