seller can use software to print a empty shipping label with a tracking number. only after shipper gave the parcel to china post office and scanned by china post stuff, the number became valid.

If you got the number over 2 weeks ago and china post tracking result still shows as invalid , then you are 100% scammed. you should open dispute to aliexpress/ebay/paypal and claim refund for fraud shipment.
