I received the message oft shipment as " 2013.11.04 00:00 (GMT-7): The item number RB965935761CN is delivered to addressee personally on 11/04/2013 by postal facility , the postcode 96108."""

But I didn't receive actually, can you please check where is the parcel and who should I contact?

Ukraine Post says the parcel was delivered on Nov 4. If you have not get it, you need contact local Ukraine Post and find out who signed the parcel.
