Post "Returned due to vote"???

Hi all, been tracking an item LX249898111CN using the http://www.track-chinapost.com website which shows more details than some of the other tracking services.

Anyway, current status shows as "Shantou, returned due to vote" and is listed as an alert indicating something is wrong.

Can anyone please shed some light on this?! Thanks...

1. This is what it means:
[GuangDongShengShanTouShi 51504137 ]Returned to Sender
2017-01-21 12:25:10

2. For whatever reason the parcel did not depart from China and now it was deliver back to the seller.
