This is my first shopping online from ebay.I have the tracking no :RI582866566CN.
As the email told me that I will receive my parcel from 1 to 22 Sep.
Until today I do not receive it.
Please let me know if my parcel has arrival in Canada?

Canada Post no longer provides tracking for inbound international items. So it's not possible to know if your item has actually arrived in Canada or not. See:

However, the Canada Post tracking page shows:

Tracking Number: RI582866566CN

We were not able to find any results

There is no information available for this international item. Tracking by Canada Post is not a feature for this product.

That means they know about the item -- either they've received electronic notification from China that it's coming, or it's already arrived in Canada and been scanned. If the tracking number isn't in their system at all, gives you a different message: "Unfortunately, the number you entered is not in our tracking system".

Average arrival time to Canada is 30 days, but some take as long as 60. If your buyer protection is expiring you might have to ask the seller to extend it.
