http://track-chinapost.com/startairmail.php shows the parcel is looping in shanghai. normally this is a bad sign which means your parcel can not pass custom scan or can not catch shipping space.

wait one more week, if still same result, open dispute.

your post is in China Post Beijing branch 望京 office. You should ask receiver go to that office and pickup the parcel(it might has some delivery problem, receiver can call 11185 for detail).
