Post Should I open a dispute?

Ordered item: RO009303318CN
Ordered on October 29th, parcel left China November 14th, it is nearly a month after this and my country's post still has no record it has made it into canada.
I still have 24 days of buyer protection. should I open a dispute now or wait a few more weeks?

my suggestion is to wait for another two weeks than file a dispute
