Post Packages "Not received"

I have a package tracking number for a seller who claims to have shipped them over a week ago. The order is
RI321723135CN
When I contacted him, I was informed that there is a delay at chinapost due to chinese new year, which ended several weeks ago. When I look it up the number says it has not been received by chinapost. What is going on with my package?

I should note I see I am not the only one with this issue who has posted and i find it unlikely all of these sellers have claimed to have shipped, and provided tracking numbers but failed to follow through

your seller did not ship the goods yet. You should ask seller to ship the goods immediately. Tell him if you can not track the parcel within 48 hours, you will open dispute and leave negative feedback on him.
