USPS and tracking websites show no info or don't recognize the number. Also, the parcel is supposed to be sent from China but the number looks like Lao Post.

What is this? 物流转单号 (Logistics transfer number)

Can this number be tracked?

We never heard of 物流转单号. You should be cautious of scam. Your seller is very strange.
