Post No Movement, No Packages

I have an order with DressLily.com, order L1410231908522443. The first part of my order was shipped out from them on October 26, with tracking number LN517505868CN. The second part of my order was shipped on November 13, with no tracking number, but with reference number CN14157986287920. The first package had a delivery time of 7 to 10 business days. The tracking information says my package has been sitting at the "sorting center" in Qingdao since October 26. There have been 4 updates to my tracking on this package, but they are all the same. It has been 19 business days since my package was shipped. Why is this taking so long? When is my package ACTUALLY going to arrive?

And where is my second package?

CN14157986287920 is not China Post tracking number. you seller might ship it with non-register mail which is not trackable. We can not even verify if he has really shipped your 2nd parcel.

I ordered 3 weeks ago, and when I threatened then they tell me it's been shipped with a ref # CN with numbers to follow, I've been calling that customer service number and nothing, I sent them an email, I'm giving them a few days to respond then I. Taking it to the Feds I believe this site is a scam and now they have my $$$, I'm frustrated, but I will not take this lying down, I'm not ur average customer
