Post Initiating an investigation

I have a parcel sent from China to Canada that the tracking site shows as delivered. But I've never received it. Canadian local post office says because it wasn't insured, the seller needs to contact China Post to initiate an investigation. But seller doesn't wish to do that. Can you help me with this?

You should open dispute and force seller to do that.

China Post told the seller that because this item was shipped via e-packet, they cannot accept it for investigation. Is this true?

To be frank, China Post accept investigation or not has nothing to do with you. You should open dispute for lost parcel. Let ebay/Aliexpress to deal with seller. If seller can not start investigation with China Post/Canada Post, ebay/aliexpress will force him to refund you money.

Guess what, Ebay took seller's side and it won't force him to start an investigation. Looks like my package is lost.

ebay never took seller's side. You can escalate the dispute. If seller can not prove the parcel is delivered to you, you will get refund.

The tracking info shows as delivered. That's what ebay based its decision on. The rest is seller's good will whether he should or should not start the investigation.

the delivery city is china, not your country. this is not a proof of proper delivery.
