My china post tracking reflects that Departure export customs GUANGZHOU since 2/10/2015.

Tracking is RI337769571CN

How can I find out if this package is ever going to be shipped for me to receive?

It is not electronics, batteries or anything that might prompt a hold.

RI337769571CN was delivered on Feb 20 by USPS. If you did not get the goods, contact USPS office in
SAINT PAUL, MN 55124 .

I live in Florida why would package be delivered to St Paul?

It seems your seller shipped the goods to wrong address or gave you wrong tracking number. it should be your seller's problem. open dispute and claim refund.
