I think this tracking number RC811923665CN is not working and seller confirmed me that hi shipped item 8 days before. Can you check please?

you can track it in http://track-chinapost.com/startairmail.php. If it shows "China Post has not received parcel#",it means seller did not ship the parcel to China Post. you should open dispute to paypal.
