it is decided by customs security officer, not by shipper. actually you no need to know why it is hold, it only makes sense to shipper, NOT to you. you need to make sure you can get refund if you can not get the goods.

Dealing with customs officers in china or destination country is very complex and often make no sense. So you should let shipper to handling those complex issue and insist you need get no-receive refund no matter shipper got returned goods or not.

The best solution for you is to open a NON-RECEIPT dispute to paypal or aliexpress. Paypal or aliexpress will force seller to get delivery proof from china post. If he can not get such proof, no matter he will get returned parcel or not, you will be refunded by paypal.

if you agree that shipper issue refund after he receives returned goods, in most case, you will get nothing because china post does not provide returning proof for most returned parcel.
