Post location 20023702, what does this mean?

My packages were sent back to China but have not been received by the sender, since November last year. It shows that they are at this location 20023702, what does that mean because it says final delivery. How can the sender get hold of the package, it is important.

Package must be lost if it was from November 2013. Ask for a refund or a replacement.

Добрый день подскажите пожалуйста вот я заказывала посылку на крым а пишет что она в украине и ещё вот этот номер 20023702 что это за номер
