US postal service says it was delivered to a different address 209th Street Edmonds WA, not my Monticello Drive, Edmonds, WA US address? Is it possible it was given the incorrect address at the point of origin?

USPS makes delivery based on the address printed by the seller. I believe your seller printed wrong address (or gave you other people's tracking number).

You need open dispute to seller for refund.
