Hi. What do " 龙华dept. attempt delivery " and "arrive 龙华dept. delivery Office" mean in the tracking information below? Has the parcel reached the receiver? Might it be that the receiver refuses to accept the parcel? Thank you for the answers in advance.

the parcel is china post shanghai office 龙华 branch. you should go to that office and pickup the parcel asap.
