Post USPS "Not Found"

Tracking number: RI753900795CN
Says "[Shenzhen exchange bureau] have been exported straight seal" but no details from USPS? Says "NOT FOUND".
Was it shipped?

USPS does not scan china post register mail (number like R****CN), you can not track it in USPS system.

When did they stop that? Last december it worked.
Will i still get my package?

Now is Chinese New Year. all parcel will not move until holiday finishes next week.
