Tracking number is AZ109807959CN. It hasn't moved since August. What is going on?

http://track-chinapost.com/result_china.php?order_no=AZ109807959CN shows your parcel stuck in Dalian since Aug 17 and never move for two months. You need open dispute to seller for lost parcel refund.
