I did not receive my shipment from Nov 2018 till date. Shipment # is RG964131222CN.

http://track-chinapost.com/result_china.php?order_no=RG964131222CN shows only result "shipping notice received from seller ". This means your seller applied a tracking number from china post , but never actually shipped anything. You are scammed.

Open dispute to paypal/aliexpress and claim refund against fraud asap.
