Post Stuck on import security scan Beijing for about 60 days

For about 60 days my shipment is stuck in security scan, see tracking code CC037914338NL. Receiver said he can't do anything, he tries to contact the post office but failed. What to do now?

the receiver should call China post phone number 11185 and pickup the parcel. No other solution.
