What could be meant by "Delivery arranged"?
and 3 minutes and 23 seconds later already "Delivery"

After looking at it objectively (hope I am right) , I think it means that a courier service at the Airport will take care of it for a flight departure in Guangzhou.

You can see that it did released by custom to go forward.

I guest you have to be patient for a few more days.
You could also if it is possible to call Netherlands (PostNL)
to find out if they have something in their system.
