Ordered two tablets on ebay 2/7/15. It shipped from China immediately. Ebay said it should be delivered by today 2/14/15.

Is it typical for it to take this long? First time ordering in this fashion.

The tracking numbers are:
RG128675080CN
RG128676434CN

tablet has battery inside and is not allowed to be shipped by china post airmail. I don't think you have much chance to receive the goods.

You recommend I go through ebay/paypal? Or should I go straight to the seller.

you can wait 2 more weeks, if your goods does not arrive, open dispute to ebay.

Worst case scenario my parcel gets rejected. Could I call and pay for another firm of shipping?

Never believe eBay delivery dates. I have no idea where they get it from but it's never correct unless the shipping is domestic (within one country). Registered mail takes 15-30 days to the US and Canada. Because of these new rules, you should check before buying any such items and how they will be shipped. There is a small chance they will miss it and let it fly anyway, but best to use a different type of shipping that allows the prohibited items...I'm not even sure what they use any more for batteries and such.
