So i bougt a hoodie from ioffer and got this tracking number:
RK423937618CN
It was market shiped on the 27th
He also said tracking only starts working when the package is out of china
After i asked he told me multiple times ge shipped
Is that true?

http://track-chinapost.com/result_china.php shows the number is invalid. you might be scammed.

Have patience my friend.
I had placed the order on 14th December and the first information regarding the shipment was updated on 31st December 2015.
If you bought your Hoodie off of AliExpress, what the sellers usually do is give you a tracking no. in advance.
Either the Post Office is yet to scan the ID to update the tracking information or the Seller was late to submit the consignment.
If the tracking information doesn't get updated before there's at least 10+ days left for the buyer guarantee to expire, claim for a refund.
