It's not stopped; but this is why it appears to be: http://track-chinapost.com/?p=669

After an item leaves China, it can't be scanned again until it arrives in the destination country...so it appears to "freeze" in its last location in China for quite a while. In reality it is in transit between the two countries during this time.

RI673957902CN is still in China... it failed security screening at Guangzhou airport and looks like it is being returned to sender. Better contact your seller or open a dispute for non-receipt.
