Hi,
It says that I need to pay customs payment fees, but I’ve already payed for my package and I ‘ve also waited almost a month now for my package !

are you shipper or recipient? ONLY Recipient needs to make customs declaration. If the recipient can provide a proof that the goods is a return for repair or refund during customs declaration, he/she does not need to pay any duty(some conditions apply).

Most important, recipient must make customs declaration first. However, many bad sellers don't want to refund money to buyer. So they don't make customs clearance and make the delivery impossible. This is a bad cheating game and buyer need to report fraud to credit card bank and claim refund.
