Post Parcel held in customs

Hello! I have sent several parcels from UK to China but some of them are saying held at customs on one tracking site and on China Post tracking shows custom cleared but no further tracking. Customs haven't said anything so is it cleared or not? I'm not sure if they are just really busy

1. This is the tracking from China Post:
China Post Register Air Mail Tracking System
Parcel No.RG996969195BE tracking result
2016-11-11 22:35:00.0 BEBRUD export customs cleared
2016-11-11 23:02:00.0 leaving BEBRUD
2016-11-22 16:38:03.0 Shanghai Transit Station import customs scan
2016-11-23 11:50:39.0 Shanghai Transit Station arrive customs
2016-11-23 11:51:22.0 Shanghai Transit Station import customs cleared (domestic transit )

2. The recipient of the parcel should call China Post Hot Line 11185 to find out where exactly is the parcel. Last tracking is saying that it clear Customs and it's traveling inside China to a next location.
