Hello, the package I mailed with tracking number LS008417565US is showing the message "ChengduCity,Waiting for Customs Declaration by Addressee" and "成都市，待收件人向海关提交申报材料，【成都市国际报关行】，电话：028-85885101"
According to a friend of mine, the recipient said they have not received any notice and have been unable to reach anyone at the number provided above. What should they do in order to receive the package? Or is there anything I can do to help move the package along?

China Post should have sent message to recipient if you have printed his/her cell phone number in the parcel. You need ask recipient to call 028-85885101 or 11185 to make customs clearance. It is impossible that nobody collect the phone.

Is this a return for refund?

It's not a return, I just bought something on behalf of someone that my friend knows and shipped it to them. Basically a free proxy service since they couldn't buy the item.

The phone number was on the parcel, but the recipient did not receive any messages. I had to tell them that it was currently in customs.

Did you write the recipient's mobile phone number in the parcel? If yes, recipient should have received a message from China Post. There is a code inside the message, recipient needs that code to make online customs clearance.
