1. Possibly the 15 days are working days.
2. My impression is USPS ISC San Francisco and US Customs have to many parcel to verify or they are doing an X-ray on all parcel coming in USA.
3. Last but not least, your parcel is lost.

Well the thing is I'm 99% sure it's lost. I've had slower shipping methods arrive faster than this one that's supposed to be faster. Can only the seller file claim with China post. Is there email for China post? I'm pretty sure on their website it says that international parcels can only be handled by the sender and they have to call or go to post office.

1. Have you contacted seller about your package?
2. Seller is the only one that can initiate an investigation to China Post about your parcel.
3. I suspect seller will ask you to wait another 1 or 2 weeks. It will be up to you to decide if you want your money back or another parcel.

Hope this help.

Yes I have contacted the seller and they just said sorry for the delay. I asked them to contact China post but haven't heard back from them yet.
