http://track-chinapost.com/startairmail.php shows no china location. normally this means the parcel has not arrived China, or at least not released from China customs.

Government officers are difficult to deal with. I don't think you can do anything at this moment except waiting. If you can speak Chinese, try to call 11185 and see if they can help you.
