http://track-chinapost.com/result_china.php?order_no=LZ351561524CN shows the parcel was sent to airline on Oct 1st. It is still in China waiting for flight space to Ireland. Waiting time can be 2 to 5 weeks.

Once parcel arrives Ireland, http://track-chinapost.com/start_irelandpost.php?code=LZ351561524CN will show Ireland location.

It was once rejected by customs in China. Will this be returned to seller or still ship to Ireland?

http://track-chinapost.com/result_china.php?order_no=LZ351561524CN shows China Post sent it to airline again on Oct 1st. No further update since then. Normally no news is a good news which means your parcel has passed safety scan. You need wait another 2 to 6 weeks to see next update.

There was an update yesterday , Dublin , at the place of arrival. Does that mean it’s in Dublin now?

Yes. It just arrived Dublin. You will get it in next one or two weeks.

The parcel has not been released from Ireland customs. Not sure what is the problem. You can wait one more week, if it still has no update, you need open dispute to paypal/aliexpress for lost parcel refund.
