Post I think I got scammed

I have been checking this tracking number daily for more then a month, and it keeps on saying that there is no information on item..
This is the tracking number: CP331376381CN,
Seller says he send it on June 21 2016

It is most likely sent by sea , but does it make sense?
I think he is lying, what do u think?

1. After tracking your parcel on different sites they all show this:
Item is not found at this moment

2. Your parcel was never physically mail by the seller, the tracking number is a valid tracking number.

3. You should contact seller and ask him to tell you where to track your parcel because China Post does not have that parcel.

4. Depending on the seller answer and if you think it does not meet your expectation, then just open a dispute to get your money back.
