Post huangzhou customs warehouse - whats wrong?

Its like this:
13 september, china post get the package from the seller @aliexpress:
RJ189251795CN

Its still in customs warehouse via @track-chinapost.com (almost 20 days!)

In package: Jewelerry, about 10 necklaces.

AND:
5 days ago, china post get the package:
RJ189117589CN

It was IN CUSTOMS WAREHOUSE @huanzghou for 2 days...

The package included the same: about 10 necklaces.

It has been sent from shanghai yesterday.

Why so? why RJ189251795CN is still there, @haugzhou, and RJ189117589CN is out so fast?

both parcels status are ok. wait one more week, the status should be updated.
