I ordered a small, non-electronic item on Ebay on May 4th. According to the last couple bits of available tracking information, it cleared China Customs and was shipped out on May 10th. 1. OK first thing first:
I would suggest that you contact seller and ask him to call China Post:86 20 11185 to make sure the parcel has departed from China.

3. On another tracking this is what I found:

Guangzhou, left Guangzhou to San Francisco (transfer)

So we have the place were it's going to San Francisco USA

4. Maybe the parcel arrive in San Francisco and there is so much work that your parcel was not scan yet?

5. From what you are saying there is different department at USPS when you call them, like Quote USPS International Agent Unquote.
Maybe it's like that in USPS but normally call center for Postal Office have only one type of agent, but it does not matter.

6. I don't think that US Customs Officers are scanning the parcel arriving in USA, that job belongs to USPS not the Customs department.
I might be wrong but !!!! Customs Officers inspect the parcel not scanning it.

7. What is my feeling about your parcel:
I think your parcel has arrive in USA but has not yet been Clear by US Customs Office.
