Post Delivery Location Question

I am an international student returning a defective online purchase to a seller in China...shipped from USA registered via USPS (tracking RR572648805US)...China Post shows clearing customs in Beijing (2/27/16) and Shenzhen (3/4/16) with delivery to 布吉dept. delivered, on March 7th. Google Translate says this is "Phuket Dept.";

I shipped the package to the seller in the Lianchuang Technology Park on Bulan Road, Longgang, Shenzhen, Guangdong, China; the seller is claiming not to have received the package so I cannot receive a refund and Paypal is denying my claim pending delivery confirmation to the seller. I have contacted USPS who have only confirmed delivery to their China agent...can anyone offer advice or assistance?

1. Unfortunately somebody has to call Origin Country - China Post: 86 20 11185
2. Maybe the seller is willing to help you in calling the Chinese Post Office in Phuket Dept or the national number.
3. The China Post does not answer in English only Mandarin.
