CP226516300CN is not china post tracking number. it is just a reference number from a private shipping agent. You can not verify your seller really shipped the goods or not. As 20 weeks has passed, it is too late to open dispute and claim money back from paypal/aliexpress. You can try to contact seller and ask for compensation for lost parcel. Good luck.

It's hard to know. =( This is a Singapore Post tracking number, and I'm not sure what the average transit time from there to Albania is.

If your buyer protection period is ending, you might need to open a dispute with PayPal/Aliexpress/etc.
