Post Damaged during customs

So first, I got my stuff (a used PC and some other stuff) shipped from Japan to China (my property, not shop), according to tracking it arrived in early September to China and went to customs.
Right, so then for over SIX WEEKS its in customs, I get no calls, no notifications, nothing. I call the numbers 11183 and such, nothing, half the time no one even picks up and when they do they tell me they will call me back. NO ONE CALLED BACK. Finally I go to the office at Hutai Road (Shanghai). Upon arguing there for ONE HOUR and them telling me they dont have it at that location - they finally admit they DO have it and I have to fill out a declaration to pick it up right then and there. Again, at this point the package has been held by China Post/Customs for over SIX WEEKS with NO attempts made to contact me during this time and I was told to go away when inquiring about it. Typical Chinese customer service, as expected.

Finally I get my package, but when I go home - the PC is damaged, bolts missing, case bent. Inside a note - Checked by China Customs (seems like a deliberate mockery at this point). You will say it was damaged in shipping, right? Here is the twist - I can see online that my PC was LOGGED IN repeatedly throughout October, well over a month AFTER it arrived (arrived in China in early September). Which means it was damaged by the Customs Office.

So my question is - who will compensate for their deliberate negligence and damaging my property? The PC is needed for research work (funded by the Chinese government, funds which are being wasted by delays caused by the Post/Customs Office).

You can go to the China Post head office in your city and report to their manager. I believe they will give you some solution.

Already did, they denied everything, laughed at me and told me to go away. I dont speak Chinese and they are unwilling to address the issue.
Any other suggestion?
Or maybe you guys want to contact the director of our research center (Chinese Academy of Sciences) and explain to him directly why his fund is being wasted due to issues caused by the incompetence of post/customs office?
