The item didn't actually leave China until until 09 Sep 2015. We don't have much data on how long shipping to Qatar usually takes, but the one package on record is 20 days in transit...so hopefully yours won't be much longer. If your buyer protection is expiring, I would get the seller to extend it, and open a dispute if they don't; otherwise keep waiting.

Honestly, I have not been around here long enough to say for sure. The volume of parcel shipments is on a steady climb, though, which could have something to do with it. Too, I think right now is the Golden Week holiday in China, but I don't imagine this would affect anything that's already left the country.

One other thing: some other postal services say that they aren't being adequately paid for delivering inbound registered items, and they have become more vocal about this has of late. Examples:

I don't know that any countries have explicitly decided to reduce the priority of handling inbound registered mail, but if they do, this'll lead to slowdowns for items on the destination end.
