http://track-chinapost.com/result_china.php?order_no=LO471285960CN shows the parcel was shipped from Shenzhen to UKraine on Nov 16. Normally such ePacket will arrive Ukraine in 2 to 4 weeks. Your parcel has more than 80% chance to be lost.

If you paid with paypal/aliexpress, you need open dispute for refund.
