I have purchased an tv box from aliexpress on 11.11.2015.
This is my China Post Register Air Mail Tracking System Parcel No.RI736443163CN
it has been strucked in chennai custom for 3 weeks

2015-11-13 18:24:12.0 佛山city Post Office parcel 集邮局 received
2015-11-13 21:40:07.0 佛山city Post Office parcel 集邮局 customs scan
2015-11-14 10:00:41.0 leaving 佛山city Post Office parcel 集邮局 ，next station 佛山
2015-11-14 14:02:44.0 Guangzhou Transit Station export security scan
2015-11-14 15:50:39.0 Guangzhou Transit Station export customs scan (domestic transit )
2015-11-26 09:47:41.0 Beijing Transit Station export security scan
2015-11-26 14:30:19.0 Beijing Transit Station export customs cleared
2015-11-27 04:31:00.0 arrive Beijing Airport
2015-11-27 05:26:21.0 leaving Beijing Airport going to next airport/seaport
2015-12-03 09:53:00.0 arrive India Kolkata Transit Station
2015-12-03 11:57:00.0 Kolkata arrive customs
2015-12-12 10:28:00.0 arrive India 钦奈 Transit Station

what should i do now?
whom should i contact?
When should i raise dispute in aliexpress
please help me

the parcel is in the hand of India Post. You should contact India Post and inquiry delivery detail. If India Post can not find the parcel, you should open dispute to aliexpress for lost parcel.

i could not able to able to raise a claim
It say kindly wait till the package is arrived. N claim is needed
so please help me or tell me the step to raise the claim for lost parcel.
its still only 5 more days remaining for the buyers protections act.

Just tell me if my package is still in china or arrived in india

Yes it is still in China. But seems like it takes pretty long until exporting. Let's wait for several more day to see what happen.

no.

kolkatta custom says that they have send the parcel to indian postal for delivery.
Indian postal say its with custom and will take time..
wonder wtf is going on
and what to do
i have raised a complaint on aliexpress
but the seller if asking for complaint no.
but when i asked indian postal they are denying that its with custom
