Post Help, Parcel I sent to Sri Lanka is Lost-RR050990308NG

I have been buying goods on eBay since 2012. The first time I decided to sell was last year. I posted my 64gb iPhone 6 on eBay. I actually posted it as auction and the highest bidder bought it .The buyer happened to come from Sri Lanka.

I was asked to ship the phone to Sri Lanka after the money entered my PayPal account. I used NIPOST first class mail to ship the phone Sri Lanka on the 14th of November 2016 and I was provided with a tracking number (RR050990308NG ) of which I gave to the buyer. After some weeks, my money became available.

I posted another Iphone 6. I was surprised when the buyer from Sri Lanka opened a dispute claiming he hasn't received the device. I tried but the tracking details showed its in Colombo. I told him and sent him screen shots that the parcel arrived in Colombo on the 24th November 2016.

Since the buyer was bent on defrauding me, he escalated the case and they refunded him and debited my account. EBay closed the case after he escalated it, never to be reopened. I even told the people at EBay I have shipped the parcel and it's not my fault the tracking isn't accurate, cos it happens most times. I went to NIPOST and they told me its not their fault that the iPhone had left the shores of Nigeria. They later agreed to send a mail on my behalf of which they did.

They said they had sent a mail to Sri Lanka post. The problem now is that Sri Lanka post haven't replied since then. They said the buyer (Ravindu Sasanka) isn't honest. That he had received my parcel and still opened up a case against me. I still don't know the reason why my parcel arrived Sri Lanka (Colombo) since 24th November 2016 and still this Ravindu Sasanka still insists he hasn't received. He is playing hard on us cos the tracking is defective. The parcel location is still showing is in Colombo.

Hi there, let me first say I do feel a bit sorry about your experiences. Secondly, this is supposed to be a forum regarding china post tracking and your grievance appear to be not related to china post or even China at all.

But I did look up the tracking number you gave on 17track and it appears the item has been put on "Alert" status. http://www.track-chinapost.com/track.php?code=RR050990308NG&fc=0

According to 17track, the explanation for Alert status is:
"Item might undergo unusual shipping condition, this may due to several reasons, most likely item was returned to sender, customs issue, lost, damaged etc. General explanation:

Your package is being returned to sender due to any of these reasons: item refused by addressee; incorrect / illegible / incomplete address; expired retention period; addressee absence; etc.
Your package might be retained by customs department due to any of these reasons: contains prohibited goods; importation of the goods is restricted; retained by customs due to tax payable, or any other unspecified reasons.
Your package may have suffered damage or been lost during the transportation period.
If you ensure your package has been delivered successfully, please ignore this notice. However, if you haven't received your package and it is under the"Alert" status, then please pay attention: you need to read and analyze the detailed tracking information carefully. Due to complex description of worldwide shipping providers, we can't auto-detect and determine all the status 100% accurately, hope you understand. We'd advise you to contact the package sender or your shipping carrier for clarification."

My opinion is that the item has been detained by Sri Lankan customs. In some countries, mobile phones are items that require import permit to be brought in.

I think it is not enough to say that because the item was tracked to be in the destination country, then the recipient is assumed to have received it. You still need to ensure the status is "Delivered" then you have postal confirmation that the recipient has received it. In this case, perhaps you should have found out the customs regulations of the destination country before sending it. That's why in ebay, some countries are excluded from the shippable list for this reason. Perhaps if you have bought insurance before shipping, which I suspect you did not, this might have helped mitigate your loss.
