die Sendung wurde am 5. Dezember eingeliefert und wartet seit 12.Dezember auf Auslieferung. Der Empfänger kann das Tracking nicht erreichen und telefonisch wird ihm gesagt, die Sendung sei China-Post nicht bekannt. Ich kann das Paket aber tracken und und tracking china-post sagt, es sei beim Zoll. Wann wird er das Paket bekommen?

CY286802934DE arrived Beijing customs on Dec 14. It is waiting for receiver's customs declaration.

if you have written receiver's mobile phone number in the parcel, he should have received a code though text message from china post. He can use the code to make online customs clearance. If receiver does not get the text message, he needs go China Post Beijing office in person or call 11185 for help.

Another possible reason of delay is that the receiver does not want to accept the parcel and make customs clearance. This case often happens when the parcel is a return for refund. If this is your case, China Post can't do anything for you. You need to file dispute to your marketplace(aliexpress,amazon, TEMU etc) which you paid money to.
