what does mean "on route" since 12th of may 2024

and

5/12/2024 1:00 PM Item presented to import Customs

can I organize something vrom here (Germany) ?

CY284129720DE is still in Shanghai customs. Receiver has not made customs clearance and duty payment. Is it a return for refund?
