LW092548970CN was notified shipped january. No info on tracking at all.
This will be reported to Paypal as fraud

you are right!
http://track-chinapost.com/result_global.php?code=LW092548970CN shows No shipping record. This means your seller never actually shipped anything yet. you are scammed.
you should open dispute against fraud and claim refund.
