The item is at the custom for more than 3 weeks now. Can I now what is happening with my parcel?

CF173918511AU arrived in Suzhou on Oct 16. It is still held in the customs because the recipient has not made customs declaration.
Please ask recipient to use 掌上海关 APP to make online customs clearance asap. Otherwise China Post can not make delivery.
