Post Shipment marked as delivered before even leaving china

Hi. I've had some prolems with a seller because my order(RN652756573CN) was marked as delivered before it even left china. The seller insists I should have it by now because it's been so long since they shipped it, and by now packages from there should have arrived, but it looks like it was stopped for a while before it was finally shipped. I'm just wondering what went wrong?

Here's the latest tracking info(I think the time is according to GMT+0):

RN652756573CN was returned to shipper on April 16. Then the shipper re-shipped the parcel on April 19.
