PBAA259694594 is not China Post tracking number. It is from Taiwan Chunghwa Post.

Taiwan Chunghwa Post shows the parcel arrived Italy on Nov 1. It should be delayed in Italy customs.

I suggest you contact Italy Post and see if they can find the parcel. If Italy Post can not find the parcel, open dispute to seller for lost parcel refund.
