Tracking number LY003148014CN has departed customs in Zhengzhou China three times now. What is going on?

China Post sent LY003148014CN again to Zhengzhou airport on May 21. You can wait one or two more weeks and see what will happen.

If your buyer protection is expiring, you need open dispute to seller for refund.

This has now departed customs 4 separate times. There's no reason for my shipment to be hung up like this. How do I get this resolved? I ordered in March and have yet to receive anything.
